Pauper - The Format
So first and most important question here is what is Pauper?
Pauper is a constructed format where, much like Standard or Modern, you build a deck of minimum 60 cards and have a sideboard of maximum 15 cards. Again, like Standard or Modern, you cannot have more than 4 copies of a card between the mainboard and sideboard combined with the exception of basic lands. What makes Pauper unique is that every card in your deck and sideboard has to be common or have been printed at common at some point in the history of Magic.
Pauper is not officially sanctioned by Wizards in paper, but it is a thriving and richly interactive format on Magic Online (MTGO). There are however some rarity discrepencies between MTGO and paper magic, so in the interest of diversity, we allowing a card whether it has been printed at common on MTGO or paper (which can be checked here - http://gatherer.wizards.com) with the exception of the following cards as officially banned by Wizards:

Frantic Search
Grapeshot
Invigorate
Peregrine Drake
Temporal Fissure
Treasure Cruise
And the following cards as recommended to be banned for paper pauper by Tolarian Community College:

High Tide
Hymn to Tourach
Merchant Scroll
Sinkhole
